should be about the screen brightness only.

When i switch on my laptop with Ubuntu. It starts with lowest brightness. Even
it set to normal. When i set it again it returning to normal. But when after
screen dimming it does not return again. So it doesnt recognize to my mouse or
keyboard.

Reproduced it with the current 18.04.
- resume after stand-by
- switch to a different VT solves the problem
There are a couple of similar bugs and suggestions to disable Wayland in
the /etc/gdm3/custom.conf
But for me, disabling Wayland doesn't help at all
