I had been using the recommended nvidia driver (nvidia-driver-460). I
recently changed to xserver-xorg-video-nouveau for the following
reasons:
1) The resolution configuration was not saved. It is, every power off
and power on the resolution restarted to low resolution.

A little investigation and the following implements johnnyl33-k's
workaround from the command line.
$ xrandr --output eDP --reflect xy --rotate inverted --mode 1366x768

I have the same issue. As mentioned in reddit thread in OP, the login
screen displays properly at 1366x768. I'm running MATE so I'm not sure
how to implement the workaround @johnnyl33-k mentions for Xubuntu since
there are no reflection options. I will note setting rotation to
'upside-down' in

Accepted nvidia-graphics-drivers-390 into bionic-proposed. The package
will build now and be available at https://launchpad.net/ubuntu/+source
/nvidia-graphics-drivers-390/390.141-0ubuntu0.18.04.2 in a few hours,
and then in the -proposed repository.

Still affected by this with Ubuntu 20.04.
In Ubuntu Budgie, there's no obvious parameter to solve this.
The modification of .Xmodmap did not work for me.
I added the following line in .bashrc (did not work in .profile):
xmodmap -e 'keycode 91 = KP_Delete KP_Decimal'
And now, problem solved ! ;)
