I just found a kind of hardware solution to this problem. There's a touchpad
configuration flag named "absolute position filtering" which roughens the
position reporting.
Accessing that configuration is a bit tricky, but there's a code in fwupd
project which demonstrates how it's done.

It seems to be not related only to M3800 laptop but others like HP Spectre too.

Hello,
Tried a fresh install of Ubuntu 20.04.2 and problem is the same even I haven't
activated fractional scaling.
The touchscreen is working good on live iso.
It's also working good on GDM before a session is opened.

hmm? No this issue is with the default fkms out of the box overlay - so
nothing is forced here.
What I was also saying that the v3d overlay overcomes the flashes issue
... but only if you copy the overlay into the overlays folder as
upstream pi maintainers say should be happening with the Ubuntu
I think the issue here is that you've discovered the software renderer
by choosing a dtoverlay value that wasn't supported.
So yes it's a bug, but not one we plan on devoting any time to.
