I've found this is not a Ubuntu specific bug, the bug is present in multiple distro's and like Ubuntu this bug was not present in the past releases. In all the distro's tested the ones affected where the ones released around or after the release of 9.04 (Mandriva 2009.1 for example) so whatever is causing this is something lots of up to date distro's started using in there latest releases. Couple things that come to mind would be new kernel, new Xserver and new ATI drivers. My uneducated guess would be it has something to do with the new Xserver or the new drivers... maybe a little of both. Hopefully this information is of some use to someone.
