This happens to me about three times a week on Ubuntu 18.04.3 LTS with
kernel 4.15.0-70-generic. I have not been able to find a way to
consistently reproduce it. It is a random complete system freeze. The
mouse does not respond, caps lock and numlock do not change light on
keyboard, ctrl alt f2/f3/etc does not work, and even Alt + SysRq REISUB
does not respond. Only a hard reset works by pressing the power button
will reboot the system. The first sign of it happening is the mouse
begins to stutter for a couple seconds before the whole screen
completely freezes. Here is some system info:

CPU: AMD Ryzen Threadripper 1950X 16-Core Processor
Graphics: Nvidia Quadro P4000
Motherboard: Asus ROG STRIX X399-E GAMING
Ubuntu version: 18.04.3
Memory: 62.8 GiB
Gnome: 3.28.2
Disk capacity: 903.7 GB
