Public bug reported: It appears that the package xserver-xorg-core has been renamed to xserver-xorg-core-hwe-16.04 yet the dependencies of xserver-xorg-input- libinput were not updated. Trying to install xserver-xorg-core separately removes a large number of packages, including ubuntu-desktop. This makes it impossible to install the package without modifying the deb file.
