Thirded. I get this on my eeePC 1001p. The screen is dim in Plymouth,
then GDM starts and it flashes bright, then back to dim at the login
window. If I then manually increase the brightness (using the
brightness keys) and log in it will flicker, then go maximum dim when
I am fully logged in.

Additional info.
I logged in using the xterm session and this did not happen, so I
started looking at the various default startup applications. When I
disabled the gnome-power-management daemon the screen brightness stayed
bright, as expected. So, it seems the gnome power manager is erroneously
