Vulkan 1.2 has been released in Jan 2020. So, we would need to update to
the 1.2.132 loader which is the latest release.
I have modified the bug and description accordingly.
Is there any chance of this bug being taken up?

Currently bionic still uses an older version of the vulkan loader (version
1.1.70) with some fixes
added on top. Since Vulkan api development is happening at a fast pace, the
loader should be kept updated. The latest versions of the loader contain a lot
of fixes
I have verified that the libglvnd package libglvnd-1.0.0-2ubuntu2.3 fixes the
bug for me.
Added the verification-done-bionic tag.

We need to include it in bionic.
It would be ok to just include this fix even without updating to the latest
glvnd
For test cases: You can test vulkaninfo or vulkan-smoketest or the Vulkan CTS
test.
The test case that is fixed in this bug is a CTS test namely
"dEQP-VK.api.version_check.entry_points" that can be run with the cts binary.
./glcts --deqp-case=dEQP-VK.api.version_check.entry_points

After upgrading to oneiric, using opera-next (version 12.00.1105 from the Opera
deb repository) triggers a gpu lockup: mouse still moves but the screen does
not react to input and is not being updated. It is possible to ssh in and get
e.g. Xorg.0.log.

I have a dellE6410 with Nvidia 3100M, I just got it working doing the
following :
1) Installed 10.04 with alternate media and no x
2) Use nouveau.modeset=0 on the GRUB boot command (if you have nvidia card
graphics)
3) Upon booting into textmode install the working nvidia drivers

Hello there. Sorry about the silence. I'm the original reporter. I've
been travelling without internet access for the past month, and no
longer have the netbook on which the original issue occurred. My other
machines are too fast to notice the lag.
