Keyboard layout change on hotkeys press instead of
Newer version Ubuntu doesn't support amd gpu
(https://help.ubuntu.com/community/RadeonDriver). Beside It's nor xorg
but seems a mesa bug (tearfree bug). Which version have you upgraded
from? Can you attach the xorg log?
Workarounds:
Try cleaning files in ~/.config/compiz-1/, ~/.compiz and
~/.cac
mesa 17.2.4-0ubuntu1~16.04.1 in xenial lots of issues with unity and

I just tried linux kernel 4.4.21 from mainline ppa. System settings
doesn't hang any more. So I am guessing problem lies in kernel > 4.6.
