I had a similar issue, which also looked like bug #554106 and duplicates. After upgrading to 10.04 LTS (Lucid) from 9.10 (Karmic), my desktop was responding extremely slowly. Painstakingly turning off desktop effects via System->Preferences->Appearance tab Visual Effects None gave me back a working desktop, but without effects. I'd had problems before with an old config apparently causing weird behaviour with newer software (bug #293535), so I set about bisecting config files again, and lo and behold, I found the problem.
Apparently turning on Vsync via CompizConfig Settings Manager (General Options, Display Settings, Sync To VBlank) gives an extremely low framerate (i.e. an update every few seconds on average), on an Intel GMA X3100 (GM965) video chip. I turned it off, and everything worked again. One might imagine VSync to slow things down to the speed of the monitor (60 Hz), but not below that. Apparently it does. Driver bug? Ryan: If turning off VSync as described above does not solve it for you, could you try to create a new user account, and log in to that? Does that solve the problem?
