I can cofirm that the issues with high CPU usage in a lot of programs, and primarily Xorg, is solved with Ubuntu 14.04. However, it still occurs in Ubuntu 13.10 and prior, though does not occur in Ubuntu 12.04. Furthermore, other than simply having a lot of my programs now using much lower CPU

This flicker is far worse on GCN hardware (Radeon HD 7xxx). The instant you boot into Ubuntu with the open source radeon drivers, there is massive amounts of black boxes flickering all over the screen. Even with xorg-edgers/ppa like above, it does not solve the issue. The only driver GCN hardware
