Having the same issue on Precision 5520. Started happening after
upgrade form 16.04 to 18.04 as well. I don't have Synaptic drivers
installed, using libinput.
Running the same kernel as for 16.04, 4.16.18-041618-generic installed
from http://kernel.ubuntu.com/~kernel-ppa/mainline/

I have an Asus X552EP with an elantech touchpad.
One and two finger gestures work well.
Three finger tap works in Win8 but not in Ubuntu 14.04 (3.13.0-37-generic).
I am using gnome-session flashback.
Bringing up xev I see no event for a three finger tap being generated.
