This bug has occured to me on various other machines, after upgrade from 9.10 to 10.04. It's very annoying, please fix it ASAP. I've found out that the described behaviour can be corrected by going to System -> Preferences -> Appearance and, in Visual Effects tab, switch from ”None” to ”Normal”.
