The cause of this issue has to be in Xorg 1.20 then (18.04 comes with
1.19).
I assume that xserver-xorg-video-intel is still installed by default, so
please check if removing this driver package has any effect (the generic
modesetting driver will be used instead).

The conclusion seems to be that having light-locker or xscreensaver
enabled is a way to prevent this glitch from occurring.
I think it would be best to contact the 'nouveau' driver devs and ask

I suggest that you download the Xubuntu 18.10 daily ISO, then boot into

I can also reproduce this with this command:
xrandr --output LVDS1 --rotate right
The screen is black and does not longer update. I can switch to a VT and
back to the VT-7. The screen than show the previous VT-1 terminal screen
and my mouse hovers over it.
xrandr --output LVDS1 --rotate normal
Note that this problem does not always occur. I just retried after
writing the above update and rotating works correctly.
