Radeon HD5970 idle temperature over 75C

On my fresh Ubuntu 13.10 x64 installation, my ATI XFX Radeon HD5970 runs
over 75C when idle. This is obviously unacceptably high and there seems
to be insufficient means for adjusting the temperature by adjusting the
fan speed.
