I have a similar bug : I have french and french alternative, and I can't switch
between them any more after updating to 12.04.
When I select french alternative, I am in fact still using the french layout.

Ok some precision : I have this problem only because my shortcuts weren't
default one : I put super+arrows.
If I put ctrl+alt+arrows back everything works smoothly.
Any workarounds ? I really would like to keep my old shortcuts !! :-)

Step to reproduce:
-switch desktop with the keyboard (ctrl+alt+any arrow)
-release every keys
The desktop switcher is still there and Xorg stays at around 30% CPU
until I hit esc key.
