This was an issue with corruption via an attempted AMDGPU-PRO driver
install.
Cleaning that out fixed the issue.

Reverting to kernel 2.6.30 allows the machine to boot with X working
(and UXA enabled).
Any chance of a newer kernel snapshot?
It looks like this may be a kernel issue that has been fixed in git as
per this link:
