Usually I can unplug and replug the usb mouse and it works fine, but
sometimes, after replugging, it stops working forever, and then it won't
work again until I reboot.

Note it's only the mouse: other devices will be recognized. The mouse
has stopped working now and I've tested by plugging in  a pritter and it
works.

This is _not_ after resuming from hibernation nor suspend.
