Public bug reported:

After booting to gdm, there are a few flashing underline style cursors
flashing in various places on the screen.  It looks like a VT is
"bleeding" through but in a corrupted way.

In addition, the ctrl-alt-F<n> keys don't switch VTs.  Logging out and
in again and they will then work and the flashing cursor has gone.
