For kernel 3.7, the solution reported here worked for me:

Download the patch and apply:
$ cd /usr/src/fglrx-9.010.8
$ sudo patch ~/Downloads/arch-fglrx-3.7.patch

Not quite only because of the *_all.deb file. version.h has also been moved.
Needs the following. ln -s
/usr/src/linux-headers-3.7.0-030700rc2-generic/include/generated/uapi/linux/version.h
