I have verified this on 12.04.5 with 201303-13114, I think this issue does not
exist anymore with the latest fglrx, I will mark this bug as fix-released.

I don't think there's anything we can do about it.
The driver says that the chipset is supported (in the X log):
Chipset Supported AMD Graphics Processor (0x999A) found
Maybe it's some sort of experimental support, and if AMD marked it so,
this is really something that only AMD can fix
