Same symptoms for me, with the same workaround (switching to console and back), on a Dell XPS-15-9530, freshly installed from 13.10 media on 2013-11-30. This system includes both integrated and descrete graphics, 00:02.0 VGA compatible controller: Intel Corporation 4th Gen Core Processor
