You have been subscribed to a public bug:

A fresh install of 12.04.3 fails to upgrade to 14.04.

To reproduce:
1) Install 12.04.3 (I am using the amd64 version in a virtualbox VM)
2) Install all available software updates
3) Run update-manager -d to force the upgrade to the development release of
Ubuntu

Expected results:
The upgrade runs and completes

Actual results:
update-manager reports "Could not calculate the upgrade. An unresolvable
probolem occured while calculating the uprade". There are no details in the
error dialog about what went wrong.

>From /var/log/dist-upgrade/main.log it looks like a packaging problem
results in unity being selected for removal, which is not valid because
unity is in the blacklist of packages that should not be removed on
upgrade.
