This is not an IBus issue - changing affected package. With that said, it's easy to set it up to meet your expectations:
* Pick the English (US) layout * Go to Settings -> Region & Language and change either Language (i.e. the display language) or Formats to a Portuguese option. That will bring you '+c => รง. With that said, this is an upstream issue, and it would be great if some affected users could work together with the upstream maintainer to make more sense of the Portuguese (Brazil) keyboard layout options.
