Public bug reported:

Create a new window such as a gnome-terminal, and position it for you
convenience against the top edge of the desktop. Double-click the title
bar so that the window is maximised, then without moving the cursor,
double click it again to unmaximise it, and so on. Frequently the double
clicks will have no effect, sometimes requiring you to click elsewhere
(on something that isn't a decoration) to reset the bug and get double
clicks working again. Sometimes double clicking on the title bar will
even do something completely unexpected, such as opening one of the
application's pull-down menus (this happens in Transmission, for
example).
