The issue was in bionic-proposed only, the SRU is building a new
documentation binary which made the amd64 build being stucked in binNEW
leading to an outdated -common in the apt index and created the issue.
The new binary has been accepted now and the issue is resolved

I get the same problem when I tried to update the package.
I'm using Ubuntu 18.04
$ dpkg -l | grep libxkbcommon0
ii libxkbcommon0:amd640.8.0-1ubuntu0.1
amd64library interface to the XKB compiler - shared library
$ cat /etc/lsb-releas
