I would add that "severity" of this issue lies in the confusion. I
believed this feature is actually broken, since the fn key works in
Plasma and there wasn't any indication that there is another shortcut.

a) When I do a short press, then immediately after a release, the next option
is selected (the dialog does not have time to appear even).
b) When I do a long press, then the options start to circle very quickly until
I release the key (see the screencast)
I think the bug is caused by this: When
Do you mean long press or a short press? I think this is expected
behavior for long press.
