Public bug reported:
Setting grp:alts_toggle has effect, but keyboard layouts are not
actually switched by pressing both alts.
To reproduce:
$ setxkbmap -verbose 10 -option "" -option grp:alts_toggle

After which Alt-Alt combo does not switch keyboard layouts.
Gnome's Win-Space setting still works to switch layouts though. Also,
setting grp:shifts_toggle using the same method does work as expected.
