Same problem for me under Ubuntu 9.04 Jaunty Jackalope, I can get the
tilde character.
Pressing
[alt] + [+]
or
[alt] + [+] followed by [space]
does not give the tilde character. I tried the keyboard layout german
and german-no-dead keys.
