Here is the story. When I filed this bug we did I did a fair bit of
testing with the upstream with no success. When I tried the same with
Windows XP, I got the same issue. When I told upstream, they decided to
close it since it is obviously it is a hardware issue that even XP can't
fix.

For what it's worth, I have the same monitor (LG L246WP) and am experiencing
this issue on the currently daily builds for Lucid. This is a desktop system
running an ATI Radeon HD 4650 (R730PRO). The monitor works fine (but fuzzy)
over DVI->VGA, and shows the same cropping as comment #58.
