I drew a cube, then put a sphere around it.
I set the sphere material to transparent blue.
If you move your mouse away from the sphere, the opacity seems to accumulate,

I've got this issue, too. Intel GMA X3100.
It also affects Panda3D. Running the tutorial program here[1] gives the
same smearing and artifacts.

IMPORTANT:
The problem doesn't affect armagetron. This was simply a bad setting on my part
for that game specifically.
Adanaxis, and Freelancer, however, ARE affected.
There is nothing new in Xorg log after using the affected applications, though
adanaxis spits out:
