Given that the issue goes away when compiz is disabled, sounds like
compiz may be interfering with the keyboard shortcuts. Refiling against
compiz.

I can confirm what Sam says. I experienced the same problem after
installing karmic on a second laptop. After turning compiz off, keyboard
was working fine again.

@Staffy: I've setup bug #512622 which in general matters strange xmodmap
keymapping.
If You think this affects You, maybe could solve Your Problem then please
strike the apropriate handle ;o))
Maybe many keybord related problems can be solved that way.
