I'm trying with live cd and the problem appears. I have read Xorg.0.log
and I have found it's using radeon driver.

Can you please try booting with radeon.new_pll=0 added to the kernel
command line in grub to see if the issue still exists with that option?

Setting radeon.new_pll=0 fixes the problem for me, except that there is
a brief flicker (about 1 second) when splash screen starts. After that,
the splash screen is displayed normally followed by the login window.

Robert, thanks for identifying that radeon.new_pll=0 works around this.
That indicates this is an issue in the kernel drm, so needs either an
appropriate patch or quirk to resolve, so I'm refiling this to the
kernel team to look into.
