I upgraded to Ubuntu 10.04 and the bug is gone. PgAdmin window is
displayed correctly, so is Evince and other applications I had problems
with in 9.04.

test if it still occurs on Lucid?

I also discovered that when the window display becomes 'broken' I can
move my mouse out of the window and return it back to the window and the
window is 'redrawn' so I can see it correctly.
