Same thing happened to me, but during normal desktop use (typing in a
Google Chrome window) NOT the "screen locked" window.

Workaround is to switch off 'Separate layouts for different windows' in
keyboard properties. This cures the bug completely.

Also confirmed by two other Russian layout users. DIdn't hear that to
happen with other keyboard layouts.
