Public bug reported: Binary package hint: xserver-xorg-input-synaptics
Although the touchpad does not work by default in Ubuntu, if I boot into Win7 first and reboot into Ubuntu, then the touchpad works fine. Suspend/resume when the touchpad is working allows the touchpad to continue working. Restart or Hibernate/resume will cause the touchpad to be non-functional again.
