Same issue with Ubuntu 10.10 / 260.19.21 drivers and a 6600GT AGP card .

I enabled coolbits in Xorg.conf (attached) then I started nvidia
settings, enabled overclocking but after changing the sliders and click
apply they reset to original position and nvidia settings sets the
default values.
Ok, it's a driver problem, should be fixed in a future 260.19.xx driver
release as reported here
