By launcher, do you mean the dash (the thing which opens when you click the top-left Ubuntu button)? You won't find xkill in the dash, because it doesn't have its desktop file. You can start it from Alt+f2 though. Not a bug in Unity. Closing task (BTW, if its about xkill not opening up from Alt+F
