X does have a panning functionality. It's unfortunately buggy when used
with unity so not something that could be easily switched on, but
certainly possible. Most of the work would be the window management
work to enable it when appropriate.

no change has been made, at least not to windows I mention in the bug
description. here is a screenshot.
btw, did I mention that Compiz config settings manager's window is
unpleasantly jumping up and down when clicking on it, trying to fill
that little space.
