Public bug reported:

I originally opened this for the LightDM window manager but that group
suggested I open a new bug under xorg, the original bug was:
https://bugs.launchpad.net/ubuntu/+source/xorg-server/+bug/876576

Here are the details:

Ubuntu 11.10 LightDM 1.0.1-0ubuntu6

Acer Aspire 1 - Screen resolution 1024x600

Screen will not pan using the mouse, used to work with Ubuntu 11.04
under the old window manager. The screen does appear to take the larger
size but cannot scroll to the bottom portion.

Command: xrandr --output LVDS1 --fb 1024x768 --panning 1024x768
