this problem is very annoying, and it is not due to a specific mouse or
touchpad, because if you hover over the scrollbar, you can then scroll
the page.

I've tried 12.04 via USB stick and can confirm that Abiword will not
honour the scrollwheel input unless the mouse cursor is over the
scrollbar.
