Running Lubuntu 12.04 on old AMD Athlon XP machine glxgears reports 25
frames per second.

Running Ubuntu 9.10  on the same machine glxgears reports 400 frames per
second.

Under 12.04 Hardinfo -> Display reports the following for OpenGL
Vendor:         VMware, Inc
Renderer:     Gallium 0.4 on softpipe

Under 9.10 
Vendor:        S3 Graphics Inc
Renderer:    Mesa DRI Prosavage DDR 20061110
