I would say this is not a problem anymore and you can close the bug. But I have to say that I stop using scribus from ubuntu repositories long time ago because of this problem and because the package was and still is outdated. So instead, I have used an up-to-date package from the repository

This is now fixed, at list by the last upload where I updated the Standard-Version to 3.9.5. With this revision packages could relay on a dpkg trigger which integrates the changes to /usr/share/mime/packages. See the Debian policy section 9.7:
