The mere fact that the NRM military dictatorship would even think about using public funds to bribe members of Ugandan  Parliament to quote" vote a certain way" regarding Museveni's third term, is simply unacceptable to say the least.  This act is Illegal,immoral ...and outright wrong.

Besides were are opposition  political parties   going to  obtain funds with  which they may bribe  members of Ugandan  Parliament...so that MP's  "may vote appropriately"   in support of opposition agenda?

Three MPs have said the money paid out to their colleagues to support the Cabinet White Paper was drawn from the National Social Security Fund.

Workers MP, Mr Martin Wandera, told journalists at Parliament on Monday that the government withdrew about Shs1.2 billion from the NSSF to pay the National Resistance Movement MPs to support the White paper.

"I therefore call upon all my colleagues who have not collected this money, not to do so," Wandera said in a stern voice.

About Shs1.2 billion has been earmarked for about 240 Movement MPs.

The MPs in return are supposed to promote the Cabinet proposals in the White Paper which include lifting of presidential term limits from the Constitution.

Wandera said he is a Movement promoter, but he would not receive the Shs5 million even under duress.

"I will not receive that Shs5 million because I believe that by doing so I will destroy my name before the right thinking members of society. Yet, my name is my only stock in trade as a politician," he said.

Asked whether he had evidence to support his claims, Wandera said, "My word is my bond. Anyone who wants to challenge me can come to me. I am a serious MP, a systematic person and I am not a joke."

Last week the NRM gave out Shs 5 million to MPs and district chairpersons to support the White Paper recommendations.

On Saturday some MPs said the money was drawn from an account in the Bank of Uganda, the banker of all the government institutions's funds.

President Yoweri Museveni yesterday in the government-owned TheNew Vision said the money was internally sourced from the NRM party.

Museveni said he has been the main fundraiser for the Movement.
