  His Excellency Paul Kagame
President of The Republic of Rwanda  Paul Kagame was sworn in as President of 
The Republic of Rwanda for a seven year term mandate on September 12, 2003. 
President Kagame served as a National Resistance Army Intelligence Officer and 
Acting Chief of Military Intelligence; Rwandan Patriotic Army Major and 
Major-General; Government of Rwanda, Vice-President, 1994-2000; and Government 
of Rwanda, President, 2000–.
  He emerged as an internationally renowned figure during his leadership of the 
military resistance that cut short the Rwandan genocide in July 1994. The 
genocide had marked the horrifying culmination of decades of ethnically framed 
massacres in post-independence Rwanda. 
  Kagame and the new government faced a range of obstacles from mid-1994, 
including the Hutu-Tutsi tensions, under-developed economy, and judicial 
treatment of genocide perpetrators. Kagame’s administration was successful in 
repatriating 3.5 million of refugees, establishing the Unity and Reconciliation 
and Human Rights Commissions, as well as reintegrating former Hutu soldiers 
into the Rwandan national Army. His wife Jeanette pursued a prominent campaign 
against HIV/AIDS. His government also applied a sweeping program of free market 
reforms to the economy under the direction of the World Bank.
