Now that is stupid.. I hear the NRM is installing alarms in Ressettlement Homes. What needs to happen is that the NRM needs to comprehensively address the 20  year insecurity in Northern and Eastern Uganda..period.. installing alarms, is a childess move to say the least..if the alarm sounds then what? will the UPDf come to the rescue of the people, given the fact that the so called UPDF will simply sweat in their shoes if they  as much as hear that "kony rebels" are  in the neigbourhood. Give  me a break!!

THE Commander of the Land Forces, Lt. Gen. Katumba Wamala, has said the government will install alarm systems in resettlement homes in northern Uganda to fight insecurity.
He made the remarks during a workshop on the implementation of the internally displaced persons policy in the war-ravaged northern Uganda at Hotel Africana yesterday.
"A plan to have the frontline villages equipped with communication to enhance security monitoring has been put in place," Katumba said.
While presenting a security situation report on the once volatile region, Wamala said, "Relative peace is clearly evident and socio-economic activities being conducted all over these districts."
Peace prevailing
He said there was no doubt peace and tranquility would soon prevail throughout the northern region. Katumba said as the process of resettling IDPs kicks off in earnest, new security roads such as Orit-Barjobi and Adilang-Awach will be constructed.
He said as a process of decongesting the camps to improve sanitation, about 53 IDP camps in Gulu have been decongested to smaller satellite villages.
"So far 10 have been established at parish level further enhancing freedom of movement," he said.
Some of the new camps in Gulu are Biira, Cet Kana, Ato Hill and Corner Agulu.

Northern Uganda, a region that has suffered the brunt of warfare for the last 20 years has of recent experienced a glimmer of hope after a reduction of attacks by the notorious Lords Resistance Army.
In October 2005, the International Criminal Court issued arrest warrants against Joseph Kony and his top commanders Vincent Otti, Dominic Ogwen, Okot Odhiambo and Raska Lukwiya.
They are charged with crimes against humanity and war crimes committed in Uganda.
