This is NOT the so called LRA killing people... This is the UPDF pure and simply. I mean the Uganda "government" knows fully well that LIra and other places in Northern Uganda are infested with the so called Rebels, why then didn't the Ugandan "Government" deploy troops in time (before even the rebels attacked) in Lira to stop this kind of massacres of Innocent people? Think about it.
I think The ECHO said it best when it stated that in most cases after a fight Between the so called LRA rebels and UPDF, and the UPDF is thought a lesson, the UPDF often visit it's wrath on the civilian population as it carries out Revenge killings. Remember in Luwero Yoweri Museveni's Guerillas (the NRA/UPDF) perfected this kind of tactics. Many UPC Chairmen and other local UPC branch leaders paid with their dear lives in Yoweri Museveni's wars.
That said, It is the responsibility of the Ugandan Government to protect the people of Uganda. If and when the so called LRA rebels can attack with absolute impunity and kill many civilians... this reflects much more on the NRM "Government" ..and NOT on the so called Rebels.
To the Outside world and to the people of Uganda, a clear message is sent: that message is that the UPDF can NO LONGER PROTECT THE PEOPLE OF UGANDA; a duty for which the Regime in Kampala is responsible under the Uganda Constitution.
