ON THE VISIT OF THE COMMISSIONER FOR POLITICAL
AFFAIRS TO SUDAN
(15-17 AUGUST 2004)

The AU Commissioner for Political Affairs, Mrs. Julia Dolly Joiner, will
lead a delegation to Sudan composed among others of the Chairman of the
AU Commission on Refugees, from 15-17 August 2004. This visit is a
follow-up to the mission of the Chairperson of the African Union
Commission which was undertaken from 20-22 June 2004.

The purpose of the Commissionerâs visit is to assess the humanitarian
situation on the ground and see how the present efforts by the AU towards
alleviating the sufferings of the affected population could be strengthened.
During the visit, the Commissioner will meet with the Sudanese authorities
in Khartoum, after which she will visit Darfur region where she will meet
with local authorities, humanitarian agencies, and AU Military Observers as
well as the internally displaced persons.

The delegation is expected back from the Sudan on 17 August 2004.

COMMUNIIQUÃ OF THE FOURTEENTH MEETIING OF
THE PEACE AND SECURIITY COUNCIIL

The Peace and Security Council (PSC) of the African Union (AU), at its 14th Meeting
held on 9 August 2004, under the chairmanship of the Permanent Representative of
the Peopleâs Democratic Republic of Algeria, adopted the following Communiquà on
the crisis in the Darfur region of the Sudan:

Council,

1. Reaffirms the need for all the Sudanese partie s, namely the Government of
the Sudan (GoS), the Justice and Equality Movement (JEM) and the Sudanese
Liberation Movement/Army (SLM/A), to honour their commitments under the
Humanitarian Ceasefire Agreement of 8 April 2004 and to comply with the relevant
decisions of the African Union;

2. Expresses satisfaction at the announcement of the resumption of the
political dialogue between the Sudanese Parties in Abuja, Nigeria , on 23 August
2004. In this connection, Council pays tribute to the Current Chairman of the AU
and the Chairperson of the AU Commission for the efforts made;

3. Requests the Sudanese Parties to be represented at the highest level at the
Abuja Talks and urges all the AU Member States and Partners to give the necessary
support to ensure the success of the Talks;

4. Expresses satisfaction at the progress made in the establishment of the AU
Mission in Darfur, including the Protection Force;

5. Reiterates the need for the AU to continue to lead the efforts aimed at
solving the crisis obtaining in the Darfur region. In this connection, Council
expresses satisfaction at the support which the United Nations, the European
Union (EU), the League of Arab States and the bilateral Partners are giving to the
AU;

6. Reiterates the urgent need for increased humanitarian assistance to the
civilians affected by the crisis;

7. Decides to remain actively seized with the matter.

PRESS RELEASE

As part of its efforts aimed at achieving a political solution to the conflict in
Darfur, the African Union (AU) will convene in Abuja, Nigeria, starting from the
23rd of August 2004, a meeting bringing together the Sudanese parties, namely
the Government of the Sudan (GoS), the Justice and Equality Movement (JEM)
and the Sudan Liberation Movement/Army (SLM/A), under the auspices of
President Olusegun Obasanjo, current Chairman of the AU.

This meeting is a follow-up of the one held in Addis Ababa, from 15 to 17
July 2004, and which was attended by the GoS and representatives of the two
Movements, in the presence of AU partners. On that occasion, the parties
presented their positions on the conflict. It was agreed that further consultations
would be needed to determine the next steps to be taken for the resumption of
the political dialogue.

It was against this background that President Olusegun Obasanjo, the
Chairman of the AU, and Mr. Alpha Oumar Konare, the Chairperson of the AU
Commission, embarked on a series of consultations with the Sudanese parties,
with a view to, inter alia, fixing the venue and date of the meeting.
