President Yoweri Museveni has said that the biggest challenge African leaders
face is the demand for jobs.

"More than 800 million people live on the continent and many of them are not
employed," Museveni said yesterday while passing out 1,580 officer cadets and
young officers at Jinja Military Academy, Gadhafi Barracks. "The problem is
worse in the Great Lakes."

The cadets graduated after a year's training.

Museveni said there was need to attract investment but first a conducive
macroeconomic, investor friendly atmosphere and a skilled human resource had
to be assured.

"One can not invest in a place full of barbarism, thugs, idiots killing
people," Museveni said.

The president said the continent is full of resources and those fronting wars
in Africa should be declared criminals.

He said the commissioning of the cadets is part of the strategic core of the
army to deal with a large and small militant rebellion.

"We fight wars of principle and we are determined on matters of security,"
Museveni said.

He complained of the war against Joseph Kony and his Lord's Resistance Army
saying the war has consumed more of his time.

"The north has taken a lot of my time and am going back until the problem is
over," he said. "Those people have suffered enough."

Army Commander Maj. Gen. James Kazini said the army was progressing very fast
because of the local and international training.

He said the UPDF has destroyed five LRA rebel groups and it is remaining with
only three to wind up Operation Iron Fist in northern Uganda.
