"More than 800 million people live on the continent and many of them are not employed," Museveni said yesterday while passing out 1,580 officer cadets and young officers at Jinja Military Academy, Gadhafi Barracks. "The problem is worse in the Great Lakes." The cadets graduated after a year's training. Museveni said there was need to attract investment but first a conducive macroeconomic, investor friendly atmosphere and a skilled human resource had to be assured. "One can not invest in a place full of barbarism, thugs, idiots killing people," Museveni said. The president said the continent is full of resources and those fronting wars in Africa should be declared criminals. He said the commissioning of the cadets is part of the strategic core of the army to deal with a large and small militant rebellion. "We fight wars of principle and we are determined on matters of security," Museveni said.
