This RC will pick up the uima-as change 1712 and also include changes to
copyright dates (now 2010 !) and publication dates for uimaj, uima-as,
and sandbox releases. (Eddie - I guess you might want to do one for
uima-cpp that reflects 2010, also.
At the moment, I plan to build RC9 around January
